Esta es una acción declarada en algún lugar, esto se hace para que cuando quieras agregar algo, por ejemplo, digas "hola", no tengas que codificarlo... simplemente puedes hacerlo de esta manera...

}

add_action('woocommerce_checkout_order_review','add_something');

Esto agregaría "hola" en la página html renderizada... exactamente donde lo tienes do_action('woocommerce_checkout_order_review');en el código. guarda este fragmento en tu funciones.php y juega con él;)
